Self Employment Assistance Program (SEAP)

SEAP Candidates Must
- Be entitled to Unemployment Insurance (U.I.) benefits.
- Be identified as having limited prospects of re-employment and likely to exhaust regular employment benefits
- Be at least 18 years of age
- Apply no later than the last day of the 13th week of U.I. benefits
- Must be willing to work full-time in launching the business
- Be an active owner and not a silent partner
- Only participate in SEAP once
Approval of SEAP Application
Market feasibility and personal financial resources are not part of the initial assessment. They are however considered during entrepreneurial training and business counseling with your certified business mentor. However:
- The completed application represents a specific and clearly thought-out business idea
- Meets legal requirements
- Is a business in which you have training and/or experience
- Business will operate in New York State
While In SEAP
- Applicants must complete 20 hours of approved classroom training in business topics
- Meet Benchmark deadlines
- Meet with Certified Business Counselors AT LEAST twice
Prior to Receiving Acceptance Into SEAP:
Applicants may research ideas but NOT take any steps such as:
-- incorporation
-- registration
-- renting space
-- business cards
-- certificates
-- licenses
-- customer solicitations
-- develop a website
